{"id":11687,"date":"2018-03-07T14:30:02","date_gmt":"2018-03-07T22:30:02","guid":{"rendered":"http:\/\/www.palada.net\/index.php\/2018\/03\/07\/news-5457\/"},"modified":"2018-03-07T14:30:02","modified_gmt":"2018-03-07T22:30:02","slug":"news-5457","status":"publish","type":"post","link":"http:\/\/www.palada.net\/index.php\/2018\/03\/07\/news-5457\/","title":{"rendered":"Study: FinTech, other industries should open blockchain sandboxes and work with regulators"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/images.idgesg.net\/images\/article\/2018\/02\/fintech_network_blockchain_transactions_connections_thinkstock_680295130-100749821-large.3x2.jpg\"\/><\/p>\n<p><strong>Credit to Author: Lucas Mearian| Date: Wed, 07 Mar 2018 14:11:00 -0800<\/strong><\/p>\n<p>For regulators to understand <a href=\"https:\/\/www.computerworld.com\/article\/3191077\/security\/what-is-blockchain-the-most-disruptive-tech-in-decades.html\" rel=\"noopener\" target=\"_blank\">blockchain&#8217;s cybersecurity benefits and risks<\/a>, they must first have a deeper understanding of the technology \u2013 and businesses hold the key to that, according to <a href=\"https:\/\/query.prod.cms.rt.microsoft.com\/cms\/api\/am\/binary\/RE1TH5G\" rel=\"nofollow noopener\" target=\"_blank\">new research<\/a>.<\/p>\n<p>Governments around the world <a href=\"https:\/\/www.computerworld.com\/article\/3259848\/financial-it\/sec-eyes-crackdown-on-cryptocurrencies.html\" rel=\"noopener\" target=\"_blank\">are beginning to increase regulatory oversight of cryptocurrencies<\/a>, such as bitcoin, which are underpinned by blockchain&#8217;s distributed ledger technology. In turn, businesses that use private or &#8220;permissioned&#8221; blockchain networks are likely to also see more oversight, <a href=\"https:\/\/www.computerworld.com\/article\/3247324\/financial-it\/chinas-moves-against-cryptocurrencies-could-affect-blockchain-growth.html\" rel=\"noopener\" target=\"_blank\">according to experts<\/a>.<\/p>\n<p>With that in mind, heavily regulated industries such as <a href=\"https:\/\/www.computerworld.com\/article\/3199977\/enterprise-applications\/blockchain-integration-turns-erp-into-a-collaboration-platform.html\" rel=\"noopener\" target=\"_blank\">FinTech, healthcare, transportation and manufacturing<\/a> can help develop a government&#8217;s understanding of blockchain through better dialogue and the creation of joint <a href=\"https:\/\/www.bbva.com\/en\/what-is-regulatory-sandbox\/\" rel=\"nofollow noopener\" target=\"_blank\">regulatory sandboxes<\/a>.<\/p>\n<p>Permissioned blockchains \u2013 which, like a relational database, are centrally managed \u2013 can combat cybersecurity risks and protect &#8220;consumers&#8217; financial information and the integrity of the global financial system,&#8221; the researchers said in a white paper <a href=\"https:\/\/blogs.microsoft.com\/on-the-issues\/2018\/03\/07\/advancing-blockchain-cybersecurity-policy-recommendations-growth-innovation\/\" rel=\"noopener nofollow\" target=\"_blank\">highlighted in a Microsoft blog<\/a>.<\/p>\n<p>The distributed ledger technology, the paper argues, offers significant cybersecurity capabilities, as well as some of the same cyber risks that affect other IT systems, &#8220;all of which merit further evaluation by regulators and industry.<\/p>\n<p>&#8220;If properly structured, these sandboxes can align incentives between regulators and [industries] by giving regulators insights into blockchain technologies and [industries] the ability to test new technologies in a limited live environment without doing a full-scale roll-out subject to the litany of regulatory requirements,&#8221; the researchers said.<\/p>\n<p>The research paper, written by Erin English, Microsoft&#8217;s senior security strategist; Amy Davine Kim, general counsel at the <a href=\"https:\/\/digitalchamber.org\/\" rel=\"nofollow noopener\" target=\"_blank\">Chamber of Digital Commerce<\/a>; and Michael Nonaka, co-chair of the financial institutions group at the law firm of <a href=\"https:\/\/www.cov.com\/en\" rel=\"nofollow noopener\" target=\"_blank\">Covington and Burling<\/a>, noted that regulators need insight into the cybersecurity benefits of blockchain \u2013 both for businesses and <a href=\"https:\/\/www.computerworld.com\/article\/3254202\/blockchain\/ibm-sees-blockchain-as-ready-for-government-use.html\" rel=\"noopener\" target=\"_blank\">federal and state agencies<\/a>.<\/p>\n<p>Records added to a blockchain ledger generally are immutable, meaning they leave behind a tamperproof and auditable record of transactions. At the same time, ensuring that blockchain records are immutable may require a special programming adjustment to restore a blockchain&#8217;s integrity if fraudulent or malicious transactions are introduced.<\/p>\n<p>&#8220;Blockchain participants&#8217; roles and responsibilities also require a thoughtful governance structure in order to achieve an effective balance of access and security,&#8221; the paper said.<\/p>\n<p>Currently, there are <a href=\"http:\/\/industrysandbox.org\/regulatory-sandboxes\/\" rel=\"nofollow noopener\" target=\"_blank\">18 proposed or live blockchain regulatory sandboxes <\/a> at various stages of development around the globe, according to U.K.-based consultancy Innovate Finance.<\/p>\n<p>In 2015, <a href=\"https:\/\/www.americanexpress.com\/us\/content\/foreign-exchange\/articles\/regulatory-sandboxes-for-innovative-payment-solutions\/\" rel=\"nofollow noopener\" target=\"_blank\">the U.K. was among the first nations to roll out a regulatory sandbox<\/a>, the first one of which was dedicated to FinTech services. U.K. companies can now apply to the U.K. Financial Conduct Authority (FCA) to test their blockchain services in the sandbox.<\/p>\n<p>Last year, Arizona&#8217;s Attorney General submitted <a href=\"https:\/\/www.scribd.com\/document\/358211199\/AZ-Regulatory-Sandbox-Proposal-09-06-2017\" rel=\"nofollow noopener\" target=\"_blank\">a legislative proposal<\/a> to establish a FinTech regulatory sandbox for corporations to develop the technology. The legislation &#8212; <a href=\"https:\/\/apps.azleg.gov\/BillStatus\/BillOverview\/70282\" rel=\"nofollow noopener\" target=\"_blank\">HB 2434<\/a> &#8211; passed the House and is now making its way through the state Senate.<\/p>\n<p>The paper&#8217;s authors recommend that organizations using blockchain apply a tailored version of the U.S. National Institute of Standards and Technology (NIST) <a href=\"https:\/\/www.nist.gov\/sites\/default\/files\/documents\/cyberframework\/cybersecurity-framework-021214.pdf\" rel=\"nofollow noopener\" target=\"_blank\">Cybersecurity Framework<\/a> to develop cybersecurity programs for permissioned blockchain networks.<\/p>\n<p>Vendors are also quickly ramping up blockchain SaaS offerings.<\/p>\n<p><a href=\"https:\/\/www.computerworld.com\/article\/3237465\/enterprise-applications\/blockchain-as-a-service-allows-enterprises-test-distributed-ledger-technology.html\" rel=\"noopener\" target=\"_blank\">IBM, SAP, HP and Microsoft<\/a> and others have begun offering blockchain business services.<\/p>\n<p>For example, Microsoft has deployed blockchain on its Azure services, including <a href=\"https:\/\/blogs.microsoft.com\/blog\/2018\/01\/22\/partnering-for-a-path-to-digital-identity\/\" rel=\"nofollow noopener\" target=\"_blank\">a Digital Identity platform<\/a>, and <a href=\"http:\/\/www.mas.gov.sg\/Singapore-Financial-Centre\/Smart-Financial-Centre\/Project-Ubin.aspx\" rel=\"nofollow noopener\" target=\"_blank\">Project Ubin<\/a>, a banking clearance and settlement service.<\/p>\n<p>This year, blockchain testing programs among enterprises\u00a0<a href=\"https:\/\/www.computerworld.com\/article\/3249252\/emerging-technology\/blockchain-will-be-the-killer-app-for-supply-chain-management-in-2018.html\" rel=\"noopener\" target=\"_blank\">are expected to evolve from pilot tests to real-world platforms<\/a>; supply chain management is among the industries the distributed ledger technology is set to disrupt.<\/p>\n<p>For example, Maersk and IBM have already announced a joint venture to deploy a blockchain-based electronic shipping system that will digitize supply chains and track international cargo in real time.<\/p>\n<p>The <a href=\"https:\/\/www.computerworld.com\/article\/3247758\/emerging-technology\/maersk-ibm-create-worlds-first-blockchain-based-electronic-shipping-platform.html\" rel=\"noopener\" target=\"_blank\">new platform could save<\/a> the global shipping industry billions of dollars a year by replacing the current EDI- and paper-based system, which can leave containers in receiving yards for weeks.<\/p>\n<p>Other industries are also <a href=\"https:\/\/www.computerworld.com\/article\/3243700\/emerging-technology\/blockchain-in-the-real-world-3-enterprise-use-cases.html\" rel=\"noopener\" target=\"_blank\">embracing the technology<\/a> for its immutability and transparency.<\/p>\n<p>Rolling out permissioned business blockchains in safe sandboxes would allow regulators to obtain information about them in a live environment.<\/p>\n<p>&#8220;Regulators and [industries] could, for example, work together to determine the appropriate level of testing necessary to give regulators confidence in the security and resiliency of blockchain technologies,&#8221;
