At the beginning of the week, ahead of the General Assembly, a group of 50 human rights and humanitarian organizations published <a href=\"https:\/\/www.hrw.org\/news\/2023\/09\/13\/human-rights-and-humanitarian-organizations-urge-united-nations-mobilize-address\">an open letter<\/a> urgently calling for the UN Security Council to address the crisis in Sudan.<\/p>\n<p class=\"paywall\">A new report from the Conflict Observatory at Yale University has used satellite imagery and open source investigative tools to chart the catastrophic damage caused by fighting in the capital city of Khartoum. Open source imagery has been particularly hard to come by in Sudan, due in part to <a href=\"https:\/\/www.france24.com\/en\/africa\/20230714-khartoum-faces-communications-blackout-as-fighting-intensifies-in-sudan\">power and telecom blackouts<\/a>, which makes it hard to assess the full extent of the damage caused by the conflict.<\/p>\n<p class=\"paywall\">The Conflict Observatory, a US-government-backed initiative between Yale University\u2019s Humanitarian Research Lab, the Smithsonian Cultural Rescue Initiative, PlanetScape AI, and the mapping software Esri, has identified at least five explosions that took place within the city, including attacks that damaged a market and a hospital and which researchers estimate have left hundreds of people dead. At least one of the explosions\u2014the attack on the market\u2014was most likely caused by a <a href=\"https:\/\/www.npr.org\/2023\/09\/11\/1198723022\/dozens-die-from-a-drone-attack-on-an-open-market-in-sudan-as-rival-troops-battle\">drone strike<\/a>.<\/p>\n<p class=\"paywall\">Government forces have <a data-offer-url=\"https:\/\/sudanwarmonitor.com\/p\/drone-war-intensifies\" class=\"external-link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/sudanwarmonitor.com\/p\/drone-war-intensifies&quot;}\" href=\"https:\/\/sudanwarmonitor.com\/p\/drone-war-intensifies\" rel=\"nofollow noopener\" target=\"_blank\">acquired<\/a> <a href=\"https:\/\/www.newyorker.com\/magazine\/2022\/05\/16\/the-turkish-drone-that-changed-the-nature-of-warfare\">Turkish Bayraktar<\/a> drones, while the RSF has been using commercial unmanned aerial vehicles (UAVs) likely sourced from Russia, according to Nathaniel Raymond, a coleader of the Humanitarian Research Lab and lecturer at Yale\u2019s Jackson School of Global Affairs.<\/p>\n<p class=\"paywall\">\u201cWelcome to the new world order,\u201d says Raymond. \u201cAll conflicts are now shaped by the use of UAVs by state and nonstate actors.\u201d<\/p>\n<p class=\"paywall\">Most of the aerial strike damage that the Conflict Observatory found appears to have been attributed to the Sudanese Armed Forces (SAF), though both sides have released statements accusing the other of attacks on various locations. The RSF, headed by Mohamed Hamdan Daglo, known as Hemedit, has also <a href=\"https:\/\/edition.cnn.com\/2023\/04\/20\/africa\/wagner-sudan-russia-libya-intl\/index.html\">been receiving weapons<\/a>, including drones, from Wagner for months. The mercenary group has forces stationed across the border in eastern Libya. Though technically a private company, Wagner has been an integral part of Russia\u2019s assertion of military and foreign power overseas, particularly in Africa. A recent convoy carrying Russian weapons to the RSF crossed into Sudan via Chad on <a href=\"https:\/\/www.cnn.com\/2023\/09\/19\/africa\/ukraine-military-sudan-wagner-cmd-intl\/index.html#:~:text=CNN%20has%20previously%20reported%20that,ruler%20and%20the%20head%20of\">September 6<\/a>.<\/p>\n<p class=\"paywall\">Violence has been steadily worsening in Sudan since April, when negotiations meant to return the government to civilian rule broke down. Al-Burhan has been the country\u2019s de facto ruler since a coup in 2021, following the ouster of the country\u2019s president Omar al-Bashir in 2019. A key tension point was around whether and how quickly the RSF\u2019s 100,000-person force would be absorbed into the Sudanese military. On April 15, the RSF launched an assault on Khartoum. Fighting <a data-offer-url=\"https:\/\/sudanwarmonitor.com\/p\/sudans-army-repulse-an-attack-on\" class=\"external-link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/sudanwarmonitor.com\/p\/sudans-army-repulse-an-attack-on&quot;}\" href=\"https:\/\/sudanwarmonitor.com\/p\/sudans-army-repulse-an-attack-on\" rel=\"nofollow noopener\" target=\"_blank\">escalated<\/a> in Khartoum on September 16, with images of the city\u2019s Greater Nile Petroleum Oil Company Tower skyscraper engulfed in flames circulating widely on X (formerly known as Twitter). The human cost of the brutal conflict has only increased as more of the fighting\u2014including airstrikes\u2014has taken place in densely populated areas. The report estimates that around 70 percent of the civilian population in Khartoum State is now displaced.<\/p>\n<p class=\"paywall\">Data from <a data-offer-url=\"https:\/\/aoav.org.uk\/2023\/aoavs-data-briefing-in-the-surge-of-armed-violence-in-sudan-with-a-focus-on-air-strikes-and-its-underlying-causes\/\" class=\"external-link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/aoav.org.uk\/2023\/aoavs-data-briefing-in-the-surge-of-armed-violence-in-sudan-with-a-focus-on-air-strikes-and-its-underlying-causes\/&quot;}\" href=\"https:\/\/aoav.org.uk\/2023\/aoavs-data-briefing-in-the-surge-of-armed-violence-in-sudan-with-a-focus-on-air-strikes-and-its-underlying-causes\/\" rel=\"nofollow noopener\" target=\"_blank\">Action on Armed Violence<\/a> (AOAV), a UK-based nonprofit that tracks armed violence against civilians around the world, found that markets and residential areas were particularly likely to be affected by explosive air strikes.<\/p>\n<p class=\"paywall\">\u201cThe IED that haunted the battlefields of Afghanistan, Iraq, and Syria is now becoming airborne,\u201d says Iain Overton, executive director at AOAV.<\/p>\n<p class=\"paywall\">\u201cWhen you begin to use \u2026 whether it\u2019s Turkish drones or other aerial assaults that are promised in the halls of arms as being precise and proportionate, the end result is imprecision and disproportionate,\u201d says Overton. \u201cThese weapons are then sold to militaries and groups that often have very poor human rights records in the first place.
