In 2025, the UN may take its discussions on the future of an open internet to Russia. Holding the Internet Governance Forum (IGF), back to back, in authoritarian countries notorious for their surveillance and censorship of the internet risks making \u201ca joke of the whole system,\u201d one advocate says.<\/p>\n<p class=\"paywall\">While the UN has yet to formally announce the host countries for either meeting, Saudi Arabia&#x27;s minister of communications and information technology, Abdullah Alswaha, seemed to let the news slip at this year\u2019s forum in Tokyo, which began on Sunday, October 8, and ends tomorrow.<\/p>\n<p class=\"paywall\">In a short speech before the plenary, Alswaha ran through some key issues facing the IGF, including generative artificial intelligence and the digital divide. He proposed to the attendees that \u201cwe continue this dialog at Riyadh IGF \u201924.\u201d He repeated that idea again at the end of his speech, leaving attendees buzzing.<\/p>\n<p class=\"paywall\">\u201cIt&#x27;s extremely problematic,\u201d Barbora Bukovsk\u00e1, senior director for law and policy at human rights organization Article 19, tells WIRED. She learned the news on yesterday from colleagues in Tokyo. \u201cTheir human rights record and their record on digital freedoms should disqualify them from having it.\u201d<\/p>\n<p class=\"paywall\">A representative of the IGF confirmed in a statement to WIRED that the 2024 conference will be held in Riyadh.<\/p>\n<p class=\"paywall\">In recent years, Riyadh has engaged in digital surveillance of dissidents, administering the <a href=\"https:\/\/www.npr.org\/2023\/08\/31\/1196776390\/saudi-arabia-man-death-sentence-tweets\">death penalty<\/a> against citizens who called out its human rights record online. The Saudi regime also ordered the 2018 extrajudicial killing of journalist Jamal Khashoggi. <a data-offer-url=\"https:\/\/freedomhouse.org\/countries\/freedom-net\/scores?sort=asc&amp;order=Total%20Score%20and%20Status\" class=\"external-link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/freedomhouse.org\/countries\/freedom-net\/scores?sort=asc&amp;order=Total%20Score%20and%20Status&quot;}\" href=\"https:\/\/freedomhouse.org\/countries\/freedom-net\/scores?sort=asc&amp;order=Total%20Score%20and%20Status\" rel=\"nofollow noopener\" target=\"_blank\">Freedom House<\/a>, a pro-democracy nonprofit, assesses that Saudi Arabia maintains one of the world\u2019s most restrictive and censored internet systems, only marginally better than Russia.<\/p>\n<p class=\"paywall\">\u201cThe IGF is a community, it&#x27;s a multi-stakeholder event,\u201d Bukovsk\u00e1 says. \u201cYou are supposed to have not just governments and companies, but also civil society, activists, and so on.\u201d She says it will be difficult to invite democracy and open internet advocates to Riyadh. \u201cHow are they supposed to participate in Saudi Arabia, when you can be targeted by spyware, and with all kinds of restrictions? So I think it&#x27;s extremely problematic.\u201d<\/p>\n<p class=\"paywall\">The IGF is a relatively new organization, having been set up in 2006. Its purpose is more advisory than regulatory, serving as a chance for countries, corporations, civil society organizations, and activists to discuss and debate various aspects of how the internet itself is run. \u201cIt&#x27;s quite interesting and important for shaping the responses on certain issues,\u201d Bukovsk\u00e1 says.<\/p>\n<p class=\"paywall\">While it may not be responsible for standards and regulations like the International Telecommunications Union\u2014which has also been the subject of an <a href=\"http:\/\/wired.com\/story\/2022-itu-secretary-general-election\">international tug-of-war<\/a> between censorship-minded countries and those who support an open internet\u2014it is the main UN body devoted to internet governance. Where it is hosted matters, Bukovsk\u00e1 says. Countries like Saudi Arabia can use the Forum \u201cas a decoy to present themselves as a part of the international community, which respects human rights.\u201d<\/p>\n<p class=\"paywall\">Oppressive governments have worked hard to dismantle the shared system of governance model of the internet, argues L\u00e9a Fiddler, pushing instead for \u201csovereign digital ecosystems over which they can exert even more control, leading to what is often called the \u2018splinternet.\u2019\u201d<\/p>\n<p class=\"paywall\">Fiddler is a resident fellow for democracy and human rights at the Atlantic Council\u2019s DFRLab. She <a data-offer-url=\"https:\/\/dfrlab.org\/2023\/10\/05\/2023-internet-governance-forum\/\" class=\"external-link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/dfrlab.org\/2023\/10\/05\/2023-internet-governance-forum\/&quot;}\" href=\"https:\/\/dfrlab.org\/2023\/10\/05\/2023-internet-governance-forum\/\" rel=\"nofollow noopener\" target=\"_blank\">wrote in advance of the 2023 Forum<\/a> that the IGF will have an \u201coutsized impact on how the internet looks and operates over the next several decades.\u201d The IGF is also due to renew and rewrite its mandate in the coming years, she notes. \u201cThe conclusions that stakeholders come to at IGF will inform their stance on efforts at risk of being exploited for authoritarian purposes.\u201d<\/p>\n<p class=\"paywall\">There have been proposals put forth at the UN to substantially alter the balance of power in global internet governance. Fiddler points to the Global Digital Compact, which could <a data-offer-url=\"https:\/\/techpolicy.press\/the-un-wants-more-say-over-the-future-of-the-internet-thats-not-necessarily-a-good-thing\/\" class=\"external-link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/techpolicy.press\/the-un-wants-more-say-over-the-future-of-the-internet-thats-not-necessarily-a-good-thing\/&quot;}\" href=\"https:\/\/techpolicy.press\/the-un-wants-more-say-over-the-future-of-the-internet-thats-not-necessarily-a-good-thing\/\" rel=\"nofollow noopener\" target=\"_blank\">substantially increase<\/a> the UN\u2019s role in regulating the internet. In a similar vein, Bukovsk\u00e1 points to a <a href=\"https:\/\/www.wired.com\/story\/the-worlds-real-cybercrime-problem\/\">cybersecurity treaty<\/a> currently being proposed by Russia which, critics fear, is so vague that it could permit prosecution and targeting of journalists and democracy advocates.<\/p>\n<p class=\"paywall\">Saudi Arabia will not be the first illiberal regime to host the IGF. Last year\u2019s forum was held in Addis Ababa, Ethiopia, amid an internet shutdown in the country\u2019s Tigray region. Critics like digital rights group <a data-offer-url=\"https:\/\/www.apc.org\/en\/pubs\/unpacking-human-rights-and-safety-challenges-and-concerns-ethiopia-context-2022-global-igf\" class=\"external-link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/www.apc.org\/en\/pubs\/unpacking-human-rights-and-safety-challenges-and-concerns-ethiopia-context-2022-global-igf&quot;}\" href=\"https:\/\/www.apc.org\/en\/pubs\/unpacking-human-rights-and-safety-challenges-and-concerns-ethiopia-context-2022-global-igf\" rel=\"nofollow noopener\" target=\"_blank\">AccessNow<\/a> decried the choice of venue at the time. \u201cWe cannot have a truly resilient internet or shared, sustainable, common future if we systematically silence or ignore those most at risk of rights violations,\u201d the organization wrote in a statement.<\/p>\n<p class=\"paywall\">It\u2019s unclear whether Saudi Arabia was the only country to actually submit a bid to host the 2024 Forum.<\/p>\n<p class=\"paywall\">In 2021, Canadian cybersecurity firm eQualitie <a data-offer-url=\"https:\/\/equalit.ie\/igf-2024-in-montreal\/\" class=\"external-link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/equalit.ie\/igf-2024-in-montreal\/&quot;}\" href=\"https:\/\/equalit.ie\/igf-2024-in-montreal\/\" rel=\"nofollow noopener\" target=\"_blank\">launched a petition<\/a> to have the 2024 forum in Montreal. Dozens of tech companies and civil society organizations from Canada and around the world signed on to the petition, but the Canadian government appears to have ignored the request. A spokesperson for Canadian foreign affairs minister M\u00e9lanie Joly did not return a request for comment.<\/p>\n<p class=\"paywall\">In a press release, eQualitie called Riyadh\u2019s selection a &quot;missed opportunity&quot; and that Saudi Arabia&#x27;s successful bid &quot;raises concerns about the Forum&#x27;s ability to maintain its principles of open dialogue and collaboration with civil society.&quot;<\/p>\n<p class=\"paywall\">In a LinkedIn post, Bukovsk\u00e1 sarcastically wrote of the trend being set by the UN body hosting an internet governance conference in Riyadh. \u201cI guess I will also be looking forward to visiting Pyongyang, Teheran, or Moscow in the years to come.\u201d But there are good odds that the IGF\u2019s next meeting will, in fact, be held in Russia.<\/p>\n<p class=\"paywall\">In 2020, the Russian Internet Governance Forum issued a <a data-offer-url=\"https:\/\/rigf.ru\/en\/press\/?v=archive&amp;id=88&amp;year=2020\" class=\"external-link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/rigf.ru\/en\/press\/?v=archive&amp;id=88&amp;year=2020&quot;}\" href=\"https:\/\/rigf.ru\/en\/press\/?v=archive&amp;id=88&amp;year=2020\" rel=\"nofollow noopener\" target=\"_blank\">press release<\/a> indicating that Russia had been chosen as the 2025 host, citing official confirmation sent by the UN. It was repeated again in December 2021 by Russia\u2019s deputy prime minister, Dmitry Chernyshenko. \u201cChoosing Russia as the venue to host the 20th forum is a great honor for us and evidence that our country\u2019s strong positions in the field of the development of the information society and digital technologies are recognized,\u201d he said in a <a data-offer-url=\"http:\/\/government.ru\/en\/news\/44028\/\" class=\"external-link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;http:\/\/government.ru\/en\/news\/44028\/&quot;}\" href=\"http:\/\/government.ru\/en\/news\/44028\/\" rel=\"nofollow noopener\" target=\"_blank\">speech<\/a>.<\/p>\n<p class=\"paywall\">WIRED has previously reported on how a <a href=\"https:\/\/www.wired.com\/story\/itu-2022-vote-russia-china-open-internet\/\">concerted American campaign<\/a> for the presidency of the International Telecommunications Union thwarted Russian efforts to take over the body.<\/p>\n<p class=\"paywall\">\u201cThis actually makes a joke of the whole system,\u201d Bukovsk\u00e1 says. She points to similar efforts at the UN Human Rights Council. \u201cIf you want to protect the integrity of these UN systems, as something where states should be held accountable for their human rights violations, it should not go to these countries.\u201d<\/p>\n<p class=\"paywall\">This spring, the Norwegian government <a data-offer-url=\"https:\/\/www.regjeringen.no\/en\/aktuelt\/norway-bids-to-host-internet-governance-forum-2025\/id2973634\/\" class=\"external-link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/www.regjeringen.no\/en\/aktuelt\/norway-bids-to-host-internet-governance-forum-2025\/id2973634\/&quot;}\" href=\"https:\/\/www.regjeringen.no\/en\/aktuelt\/norway-bids-to-host-internet-governance-forum-2025\/id2973634\/\" rel=\"nofollow noopener\" target=\"_blank\">announced<\/a> its bid for the 2025 forum.
