That means burner laptops and phones to ensure sensitive data can\u2019t be hoovered up, and self-censoring potential criticism of human rights abuses against the <a href=\"https:\/\/www.wired.com\/story\/inside-chinas-massive-surveillance-operation\/\">Muslim Uyghur population<\/a> in the northwestern Xinjiang region. \u201c\u200b\u200bFor anyone that visits China, you have to anticipate that everything that you do on an electronic device has been taken,\u201d says Fergus Hanson, a director of international cyber policy at the Australian Strategic Policy Institute think tank. \u201cThe level of security you have got there is very low.\u201d<\/p>\n<p class=\"paywall\">A lot has changed since China last hosted the Olympics in the summer of 2008. The nation has evolved into a technological superpower, with advanced capabilities in everything from <a href=\"https:\/\/www.wired.com\/story\/china-rises-us-builds-bigger-role-ai\/\">artificial intelligence<\/a> to <a href=\"https:\/\/www.wired.com\/story\/china-stakes-claim-quantum-supremacy\/\">quantum computing<\/a>. Its homegrown tech giants make products that have hundreds of millions of users and underpin the essential tasks in people\u2019s daily lives. At the same time, technological <a href=\"https:\/\/www.wired.com\/story\/inside-chinas-massive-surveillance-operation\/\">surveillance and censorship<\/a> of the country\u2019s citizens is rife, China maintains a <a href=\"https:\/\/www.wired.com\/story\/china-hacking-reckless-new-phase\/\">sophisticated group of state-backed hackers<\/a>, and the UN has warned about the <a data-offer-url=\"https:\/\/www.ohchr.org\/en\/NewsEvents\/Pages\/DisplayNews.aspx?NewsID=26957&amp;LangID=E\" class=\"external-link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/www.ohchr.org\/en\/NewsEvents\/Pages\/DisplayNews.aspx?NewsID=26957&amp;LangID=E&quot;}\" href=\"https:\/\/www.ohchr.org\/en\/NewsEvents\/Pages\/DisplayNews.aspx?NewsID=26957&amp;LangID=E\" rel=\"nofollow noopener\" target=\"_blank\">detention and treatment of Uyghurs<\/a>.<\/p>\n<p class=\"paywall\">Up to 1 million Uyghurs are being held in detention camps in the Xinjiang region. Meanwhile, <a href=\"https:\/\/www.wired.com\/story\/china-hacking-reckless-new-phase\/\">China\u2019s state-backed hackers have become ever more ruthless<\/a> in the last few years, while other affiliated groups have run vast disinformation operations against <a href=\"https:\/\/www.wired.com\/story\/china-aims-its-propaganda-firehose-at-the-bbc\/\">critics<\/a> of the country\u2019s human rights record.<\/p>\n<p class=\"paywall\">Countries participating in the Olympics are taking the risks seriously. Olympic organizations in Canada, Germany, the UK, the Netherlands, and the US have warned athletes that any devices they take to China are likely to be surveilled. \u201cIt should be assumed that every text, email, online visit, and application access can be monitored or compromised,\u201d says a United States Olympic and Paralympic Committee advisory obtained by <a data-offer-url=\"https:\/\/www.axios.com\/newsletters\/axios-login-a629faa8-2ec2-4979-bd09-6a4591c3979e.html\" class=\"external-link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/www.axios.com\/newsletters\/axios-login-a629faa8-2ec2-4979-bd09-6a4591c3979e.html&quot;}\" href=\"https:\/\/www.axios.com\/newsletters\/axios-login-a629faa8-2ec2-4979-bd09-6a4591c3979e.html\" rel=\"nofollow noopener\" target=\"_blank\">Axio<em>s<\/em><\/a>. An FBI <a data-offer-url=\"https:\/\/s3.documentcloud.org\/documents\/21193767\/fbi-tlp-white-pin-potential-for-malicious-cyber-activities-bc-to-disrupt-the-2022-beijing-winter-olympics-and-paralympics.pdf\" class=\"external-link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/s3.documentcloud.org\/documents\/21193767\/fbi-tlp-white-pin-potential-for-malicious-cyber-activities-bc-to-disrupt-the-2022-beijing-winter-olympics-and-paralympics.pdf&quot;}\" href=\"https:\/\/s3.documentcloud.org\/documents\/21193767\/fbi-tlp-white-pin-potential-for-malicious-cyber-activities-bc-to-disrupt-the-2022-beijing-winter-olympics-and-paralympics.pdf\" rel=\"nofollow noopener\" target=\"_blank\">briefing note says<\/a> travelers should use temporary phones and receive training to spot potential social engineering efforts.<\/p>\n<p class=\"paywall\">The FBI further advises that anyone headed to China regularly update VPNs, network equipment, and devices and that they audit logs for new users of services and admin accounts within systems. The security precautions do not extend beyond what diplomats and members of NGOs that travel to China might expect, but these measures have drawn increased attention as Beijing hosts the games and the influx of foreigners associated with them. \u201cWhat is totally normal in China, for reporters who have to work in a hazardous operating environment, is not normal for the Olympics,\u201d says Minky Worden, the director of global initiatives at Human Rights Watch, who used to live and work in Hong Kong.<\/p>\n<p class=\"paywall\">During the Olympic fortnight, athletes and others working at the events\u2014no foreign spectators are <a data-offer-url=\"https:\/\/olympics.com\/ioc\/news\/olympic-and-paralympic-winter-games-beijing-2022-updates-on-spectators-vaccination-and-covid-19-countermeasures\" class=\"external-link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/olympics.com\/ioc\/news\/olympic-and-paralympic-winter-games-beijing-2022-updates-on-spectators-vaccination-and-covid-19-countermeasures&quot;}\" href=\"https:\/\/olympics.com\/ioc\/news\/olympic-and-paralympic-winter-games-beijing-2022-updates-on-spectators-vaccination-and-covid-19-countermeasures\" rel=\"nofollow noopener\" target=\"_blank\">attending<\/a>\u2014must stay within a strict bubble as part of China\u2019s strict Covid-19 measures. The bubble, known as the \u201cclosed loop,\u201d comprises media centers, hotels, athlete villages, and the venues of the events themselves. Everyone within the loop must stay there for the duration of the games.<\/p>\n<p class=\"paywall\">One specific security concern is the official Olympics app, MY2022. All of those within the loop are required to use the app to monitor their travel data and health information\u2014including daily Covid-19 test results and vaccination status. Research from the University of Toronto\u2019s Citizen Lab <a data-offer-url=\"https:\/\/citizenlab.ca\/2022\/01\/cross-country-exposure-analysis-my2022-olympics-app\/\" class=\"external-link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/citizenlab.ca\/2022\/01\/cross-country-exposure-analysis-my2022-olympics-app\/&quot;}\" href=\"https:\/\/citizenlab.ca\/2022\/01\/cross-country-exposure-analysis-my2022-olympics-app\/\" rel=\"nofollow noopener\" target=\"_blank\">found<\/a> that the app isn\u2019t transparent about where it sends sensitive personal data; has an encryption flaw; and includes a sensitive keyword list that is designed to block condemnations relating to Xinjiang, Tibet, and Chinese agencies. The censorship list\u2014bundled as the file \u201cillegalwords.txt\u201d on Android\u2014didn\u2019t appear to be active when it was found, Citizen Lab\u2019s research says. \u201cWhat they&#x27;re really looking for is any criticism against the Chinese government,\u201d says Kathy Stearman, a former FBI agent who says she was surveilled while living in China. \u201cThe Chinese government knows that the rest of the world is looking at them because of the Uyghur situation.\u201d<\/p>\n<p class=\"paywall\">The FBI\u2019s cybersecurity advisory doesn\u2019t specifically name the MY2022 app as a threat but warns of the increased risk that sort of system presents. \u201cThe download and use of applications, including those required to participate or stay in country, could increase the opportunity for cyber actors to steal personal information or install tracking tools, malicious code, or malware,\u201d it says. A spokesperson for the International Olympic Committee (IOC), which organizes the games, says it is up to each country to provide security advice to their athletes.<\/p>\n<p class=\"paywall\">Within the closed loop bubble, Chinese authorities have dismantled the <a href=\"https:\/\/www.wired.com\/1997\/06\/china-3\/\">country\u2019s firewall<\/a>, which blocks a long list of websites, including Google, Wikipedia, Netflix, and most foreign news media and services. <a data-offer-url=\"https:\/\/supchina.com\/2022\/01\/31\/inside-the-olympic-bubble-at-beijing-2022\/\" class=\"external-link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/supchina.com\/2022\/01\/31\/inside-the-olympic-bubble-at-beijing-2022\/&quot;}\" href=\"https:\/\/supchina.com\/2022\/01\/31\/inside-the-olympic-bubble-at-beijing-2022\/\" rel=\"nofollow noopener\" target=\"_blank\">Reports<\/a> say the web isn\u2019t censored at all for Olympic travelers\u2014allowing jubilant athletes to post on social media and foreign reporters to work from the games. It also means those within the bubble can potentially criticize experiences they\u2019ve had at the Olympics, which comes with added risks. The IOC says it manages internet access at venues and the Olympic village and is governed by <a href=\"https:\/\/www.wired.com\/story\/china-personal-data-law-pipl\/\">China\u2019s new data protection law<\/a>, which mimics <a href=\"https:\/\/www.wired.co.uk\/article\/what-is-gdpr-uk-eu-legislation-compliance-summary-fines-2018\">Europe\u2019s GDPR<\/a> but largely doesn\u2019t apply to state bodies.<\/p>\n<p class=\"paywall\">Officials organizing the games have warned that those visiting China could be punished if they criticize their host. \u201cAny expression that is in line with the Olympic spirit I&#x27;m sure will be protected, and anything and any behavior or speeches that are against the Olympic spirit, especially against Chinese laws and regulations, are also subject to certain punishment,\u201d Yang Shu, the deputy director general of Beijing 2022&#x27;s International Relations Department, <a data-offer-url=\"https:\/\/www.reuters.com\/lifestyle\/sports\/athletes-warned-against-speaking-up-human-rights-beijing-games-2022-01-18\/\" class=\"external-link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/www.reuters.com\/lifestyle\/sports\/athletes-warned-against-speaking-up-human-rights-beijing-games-2022-01-18\/&quot;}\" href=\"https:\/\/www.reuters.com\/lifestyle\/sports\/athletes-warned-against-speaking-up-human-rights-beijing-games-2022-01-18\/\" rel=\"nofollow noopener\" target=\"_blank\">said in January<\/a>. He did not clarify all the ways athletes could be punished but said one possible option would be <a data-offer-url=\"https:\/\/www.reuters.com\/lifestyle\/sports\/beijing-2022-official-says-athlete-protests-will-lead-punishment-2022-01-19\/\" class=\"external-link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/www.reuters.com\/lifestyle\/sports\/beijing-2022-official-says-athlete-protests-will-lead-punishment-2022-01-19\/&quot;}\" href=\"https:\/\/www.reuters.com\/lifestyle\/sports\/beijing-2022-official-says-athlete-protests-will-lead-punishment-2022-01-19\/\" rel=\"nofollow noopener\" target=\"_blank\">losing accreditation<\/a> for the games.<\/p>\n<p class=\"paywall\">Athletes have said they are afraid for those who <a data-offer-url=\"https:\/\/edition.cnn.com\/2022\/01\/28\/sport\/noah-hoffman-beijing-2022-ioc-protest-spt-intl\/index.html\" class=\"external-link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/edition.cnn.com\/2022\/01\/28\/sport\/noah-hoffman-beijing-2022-ioc-protest-spt-intl\/index.html&quot;}\" href=\"https:\/\/edition.cnn.com\/2022\/01\/28\/sport\/noah-hoffman-beijing-2022-ioc-protest-spt-intl\/index.html\" rel=\"nofollow noopener\" target=\"_blank\">choose to protest<\/a>. \u201cThe Olympic Games are governed by the rules of the IOC, not by the government of the host country,\u201d a spokesperson for the IOC says. \u201cThe IOC requires that the hosts fully respect the Olympic Charter and the Olympic Host Contract in all activities.\u201d<\/p>\n<p class=\"paywall\">The concerns about censorship and quashing freedom of speech during China\u2019s Olympics come as the country has ramped up control over <a href=\"https:\/\/www.wired.com\/story\/china-cracks-down-tech-giants-sound-familiar\/\">how tech companies operate<\/a> and looked to assert more control over Hong Kong. In June 2021, authorities raided the offices of Hong Kong\u2019s largest pro-democracy paper, <em>Apple Daily<\/em>, and it <a data-offer-url=\"https:\/\/www.bbc.co.uk\/news\/world-asia-china-57578926\" class=\"external-link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/www.bbc.co.uk\/news\/world-asia-china-57578926&quot;}\" href=\"https:\/\/www.bbc.co.uk\/news\/world-asia-china-57578926\" rel=\"nofollow noopener\" target=\"_blank\">subsequently shut down<\/a>. \u201cI think the biggest concern is \u2018what don&#x27;t we know\u2019 about these Olympics in China because reporting is not possible,\u201d Worden says.<\/p>\n<p class=\"paywall\">Unlike Beijing\u2019s 2008 summer Olympics, foreign journalists traveling to China won\u2019t be able to explore the country and report on its domestic situation. The Foreign Correspondents\u2019 Club of China (FCCC) has reported most journalists in the country won\u2019t attend the games, so they can keep their freedom of movement.
